June 2025 — In Guamote, Ecuador, after a year with no candidates, the canton put the rules for choosing its festival queen into law.

In Guamote, a canton in the Andean highlands of Chimborazo province, Ecuador, an ordinance setting out how the queen of the canton's festivities is to be chosen was passed in June 2025. Ordinance No. 003 was approved on 10 June and signed into force by the mayor on 12 June.

Its preamble records the background. More than nine in ten of Guamote's people are Indigenous. Candidates for queen had been sought from the town centre, but for the 2024-2025 term not a single candidate came forward, so, with the agreement of the commemorations commission and the municipal council, that year's queen was decided by appointment.

In response, the canton wrote the rules of the contest into law as a process open to all Indigenous communities, rural precincts, and bodies. There are four titles: Queen of Guamote, vice-queen, Miss Tourism, and Miss Congeniality. Candidates must be unmarried and aged 17 to 23 and carry a letter of recommendation from the body they represent. Judging scores traditional dress, a gown, and answers to questions out of 85 points, with deductions for going over time.

The ordinance's general provisions also cover transport. During the preparations, candidates may use a municipal vehicle as needed; and the chosen queen and her court may use a municipal vehicle to travel to events - in each case on 48 hours' notice to the mayor's office.
