The town of Bugallon, in Pangasinan province in the Philippines, made an ordinance allowing its mayor to enter a usufruct agreement to let the whole of the old town-council hall be used, as a courtroom and offices, by the Supreme Court of the Philippines or the local Aguilar-Bugallon circuit trial court.

On 16 February 2026, in Lingayen, the provincial board declared the ordinance within the town council's power.

The term and conditions of the agreement are not given in that document.
