インドネシア北スマトラ州デリスルダン県、プルクット・スイタン郡のバンダル・クリッパ村で7月4日午後3時ごろ、2人組の男が衣料品・かばん店を訪れ、村役場を名乗って街灯整備と路肩工事のための協力金を求めた。持参した提案書にはRT(隣組)長の印鑑まで押されていた。
店主のSSさん(34)は、12年間この場所で商売をしてきたが、こうした要求を受けたのは初めてだったといい、「彼らは村の職員だと名乗った」と話す。独立記念日の際の寄付はあくまで任意で、強要されたことはなかったという。腹は立ったが早く帰ってほしくて、日本円で約500円にあたる5万ルピアを渡した。
SSさんがこの様子を撮影してSNSに投稿すると、たちまち拡散した。翌7月5日夜、集金に来た2人と村の副村長がSSさんのもとを訪れて謝罪し、無許可の集金だったことを認め、二度と繰り返さないと約束した。
In Bandar Klippa village, Percut Sei Tuan subdistrict, Deli Serdang Regency, North Sumatra, Indonesia, two men visited a clothing and bag shop around 3 p.m. on July 4, claiming to represent the village government and requesting a contribution toward street-lamp repairs and roadside shoulder work. Their proposal document carried the stamp of a local RT (neighborhood unit) chief.
The shop's owner, identified as SS, 34, said she had run the business there for 12 years and had never faced a demand like this before. "They claimed to be village officials," she said, noting that past collections, like ones for Independence Day, had always been voluntary. Annoyed but wanting them gone quickly, she handed over 50,000 rupiah — about $3.
SS filmed the encounter and posted it online, where it quickly went viral. By the evening of July 5, the two men and the village's deputy head came to her shop to apologize, admitting the collection had been unauthorized and promising it would not happen again.
